The May 19 unveiling of New Clark City's Economic Security Zone made headlines for its geopolitical significance. But the real story for property investors runs closer to the ground — and the numbers are hard to ignore.

A lot has been written about the China+1 strategy, Taiwan's semiconductor concentration risk, and the $128 billion in projected capital expenditure tied to the Luzon Economic Corridor. These are legitimate macro tailwinds. What has received less attention is the direct impact all of this has on industrial real estate in Central Luzon, which was already the strongest-performing property asset class in the country before the ESZ was even announced.

Industrial Real Estate Was Already Winning

Our 1Q 2026 Philippine Property Market Report makes the case plainly. Industrial rents are up 45% compared to 2019 levels, a run of growth that has held through every major economic disruption of the past six years. No other property segment comes close. Office rents have stagnated, residential has been weighed down by oversupply, and retail is only recently recovering. Industrial and logistics has been the quiet outperformer, and the ESZ announcement adds a significant new chapter to that story.

Industrial yields currently sit at 7% to 8%, compared to 6.9% for office and 4.1% to 4.8% for residential. In a high-rate environment, industrial is the only segment where asset returns reliably exceed financing costs.

The structural reason behind this performance is supply chain diversification. Companies pulling manufacturing out of China and seeking alternatives to Taiwan have been directing investment into Southeast Asia, and the Philippines has been capturing a growing portion of those flows. The ESZ formalizes that trend into a government-backed, US-supported industrial zone with real committed tenants.

What Makes the ESZ Different

New Clark City's Economic Security Zone spans 1,619 hectares of BCDA-managed greenfield land. Its ambition goes well beyond conventional industrial park development. Rather than continuing the country's traditional role in assembly, testing, and packaging, the zone is targeting wafer fabrication, circuit design, and technology transfer, placing the Philippines further up the semiconductor value chain than it has ever been.

More than 20 firms have already committed to the zone. BCDA is offering a two-year rent-free window for early movers, and the 99-year land lease tenure made possible by RA 12252, passed last year, gives multinationals the long-term certainty they need to justify large capital deployments.

The international roster is broadening as well. On May 29, BCDA formalized three MOUs in Tokyo with four Japanese partners: Sustech Inc., Marubeni Corp., Index Strategy Inc., and Yachiyo Engineering. Sustech brings AI-optimized renewable energy forecasting and grid-scale battery storage, a direct answer to the power reliability demands of semiconductor fabrication. Marubeni, already embedded in the zone's power distribution infrastructure, deepens its existing role through an infrastructure and low-carbon energy agreement. The participation of US, Gulf, and Japanese capital in the same zone signals institutional-grade confidence in the corridor's long-term trajectory.

For real estate, the practical effect is demand concentration. Industrial sites within and adjacent to New Clark City will be first in line, but the demand signal extends across the Clark-Subic Corridor and into the CALABA Expressway catchment.

Central Luzon Holds the Pipeline

The ESZ does not exist in isolation. Central Luzon accounts for roughly 80% of the 1,200 hectares of industrial supply scheduled for delivery between 2026 and 2028, by far the largest share of any region in the country. Clark sits within this pipeline alongside Subic and Batangas as a designated corridor for export manufacturing, with PEZA green lanes and CREATE Law incentives reducing the cost of doing business for registered locators.

Infrastructure investment reinforces the region's advantage. Mega Manila's road and rail expansion, spanning over 912 kilometers of planned projects, is steadily pulling Central Luzon closer to the capital's logistics network. Within Clark itself, Index Strategy and Yachiyo Engineering are conducting a feasibility study for a dedicated integrated transport system, a project that would give New Clark City its own mobility backbone independent of regional highway capacity. Pampanga, the anchor province of New Clark City, sits within a region that posted a 2024 GRDP of PHP 2.47 trillion, equal to 11.1% of the national economy.

Where the Opportunity Sits

For institutional investors, the calculus is straightforward. Central Luzon industrial assets were already generating 7% to 8% yields with consistent rent growth. The ESZ adds a large, credible anchor of demand that was not reflected in prices six months ago. That combination of yield, growth, and a new structural demand driver does not come together often in a single corridor.

For developers, timing matters. BCDA's rent-free incentive narrows the window for adjacent private industrial parks to differentiate their offering. Tenants who cannot secure space inside the ESZ will be looking for the next-best option nearby, and developers who have positioned themselves well within the Clark catchment area stand to capture that overflow demand.

For agents, the practical implication is straightforward: get familiar with New Clark City now. The commitments are real, the infrastructure is being built, and the policy framework is in place. This corridor will generate significant transaction activity over the next several years, and the professionals who understand it earliest will be best placed to serve the clients who need it most.

Watching the Right Indicators

The key variable going forward is conversion, specifically how quickly firms move from MOU and letter of intent to executed leases. The 1,200-hectare pipeline is large enough to meet substantial demand, but absorption pace will determine how quickly adjacent land values and industrial rents respond to the ESZ's momentum.

On the policy and financing side, conditions remain supportive. The BSP's benchmark rate sits at 4.25%, the lowest since October 2022, keeping developer financing workable. The 99-year lease law improves competitiveness against Vietnam and Thailand for foreign industrial investment. And the CREATE Law continues to provide a clear fiscal case for PEZA-registered locators choosing the Philippines over regional alternatives.

What is already in place is a rare combination: committed international tenants, government infrastructure backing, a supply pipeline deep enough to absorb significant demand, and yields that outperform every other asset class. For anyone allocated to Philippine real estate, or thinking about entering the market, New Clark City and the Central Luzon industrial corridor deserve serious attention through the rest of 2026 and beyond.
