The Philippine real estate market has now absorbed six consecutive crises in six years. The most recent of these, the Iran war and Strait of Hormuz closure, may prove to be the most consequential. Yet despite the cumulative pressure, the structural foundations of the market remain intact. The fundamentals that supported 2019, the last clean year for Philippine real estate, are still in place. They are simply harder to see beneath six layers of disruption.

For investors with capital and patience, the current environment offers a rare combination of pricing dislocation and durable long-term demand. This article walks through the data, the risks, and the actions that are worth considering now.

Six Crises, No Recovery Window

Since 2019, the market has been hit by six separate shocks:

The COVID-19 pandemic (2020)
The Ukraine war and inflation spike (2022)
The POGO ban (2024)
Trump tariffs (January 2025)
The flood control scandal (mid-2025)
The Iran war and Hormuz closure (February 2026)

The cumulative damage is visible in the macro data. The PSEi has declined 23% from its 2019 close of 7,815 to 6,053 at the end of 2025. GDP growth slowed to 4.4% in 2025, the weakest reading since the pandemic and well below the government's 5.5% to 6.5% target. The Bangko Sentral ng Pilipinas (BSP) Residential Real Estate Price Index (RREPI) recorded only 1.9% growth in 2025, down from 6.2% in 2019. After accounting for inflation, prices are essentially flat, although they remain 31% higher cumulatively than their 2019 base.

Why the Iran Crisis Is Different

The previous five shocks were absorbed. The Iran crisis differs from them in four important ways.

It physically cuts the supply line. The Strait of Hormuz carries 20% of global oil supply, and the Philippines imports 98% of its fuel, primarily from the Middle East. The government has declared a state of national energy emergency, a first across all six crises.

It hits every Filipino consumer at the same time. Gasoline prices have surged 63% and diesel 146% since the conflict began. These increases pass through directly to transport fares, electricity bills, and food costs within weeks.

It threatens the OFW lifeline. Approximately 1.1 million Filipinos work in the Middle East. As of April 2026, 4,200 have been repatriated and 40,000 are affected by deployment bans. The estimated annual hit to remittances ranges from USD 3.5 billion to USD 4 billion, which translates directly into reduced household consumption and weaker real estate purchasing power.

It neutralizes the recovery tool. The BSP, which had cut rates by a cumulative 225 basis points since August 2024 to support growth, has now reversed course. For the first time in over two years, the central bank raised its benchmark interest rate by 25 basis points to 4.5%, responding to renewed inflationary pressures driven by oil price shocks linked to the Middle East conflict.

At the same time, the BSP has raised its 2026 inflation forecast to 5.1%, reinforcing concerns that price pressures remain elevated. With fuel supply secured only through 30 June 2026, and with S&P Global Ratings expecting further tightening later this year, the easing cycle that once underpinned the recovery may be nearing its limits. Policy now appears to be gradually shifting back toward inflation control, which could place renewed pressure on growth prospects.

The Recovery Is Real, but the Math Does Not Work Yet

Proprietary data shows mixed signals across the major sectors.

Office. Net demand surged year-on-year in 1Q 2026, with vacated spaces down 62% as POGO-related exits finally tapered off. Makati was the standout district, taking the largest share of quarterly transactions. Even so, Metro Manila office vacancy remains at roughly 18%, with about 800,000 sqm of pipeline supply through 2028. The trajectory is positive, but full normalization is still two to three years away.

Residential. Take-up recovered to 7,732 units in 1Q 2026, up 19% year-on-year, driven mainly by end-users responding to developer promotions and price incentives. The challenge is supply. About 81,000 unsold condominium units represent roughly 31 months of inventory. Rental yields have compressed to 3.8% on primary stock and 4.6% on secondary stock, well below the 7% to 8% borrowing costs facing most buyers. For speculative investors, the math does not yet work.

Four Structural Advantages That Keep the Market in Play

Despite the cumulative damage, the Philippines retains four structural advantages that no regional peer can match.

Prices have not crashed. Residential prices in China have fallen approximately 17% cumulatively since 2019, and Indonesian prices have declined about 7%. Philippine prices, by contrast, are up. The country's residential price index shows the strongest gains in the region.

The market is locally owned. About 95% of residential transactions involve domestic buyers. There is no foreign hot money to flee, and there are no closed-end fund redemptions that could force selling. The long-term hold culture provides a structural price floor that markets dependent on foreign capital simply do not have.

The youngest population in Asia. At a median age of 26.6 years, the Philippines is younger than every regional peer except Laos. The working-age population is not projected to peak until 2051, providing 25 years of structural demand for housing, offices, and retail.

The consumption engine remains intact, with caveats. OFW remittances reached USD 35.6 billion in 2025, and household consumption grew 4.6%. The 117-million-strong consumer base is real. The risk is that the Iran oil shock could reduce remittances by up to USD 4 billion annually and push inflation above the BSP's 2% to 4% target band.

The Outperformers: Industrial and Retail

Two sectors have separated themselves from the pack across all six crises.

Industrial rents are up 45% since 2019. Industrial is the only real estate sector with consistent rent growth across every crisis. Yields of 7% to 8% are the only ones that consistently cover borrowing costs. E-commerce, FMCG, and the China+1+1 supply chain diversification trend continue to provide structural demand.

Retail revenue is up 7.5% year-on-year. The top three retail developers posted PHP 61.6 billion in revenue in 1H 2025 alone. The outlook is positive for both the short and long term, with urban big-box and experiential formats gaining traction.

What to Do Now

There are nine recommendations across five stakeholder groups. The summary is as follows.

For institutional investors, industrial and logistics assets in the CALABA corridor and Central Luzon should be the priority, with yields of 7% to 8% and structural tailwinds that no other sector can match. Retail can serve as a defensive income play.

For individual investors, the current environment offers a buying opportunity in prime CBDs such as BGC, Makati, and Ortigas, where vacancy is tightest and recovery is most advanced. Fringe locations with excessive oversupply should be avoided. The secondary market discount to primary is significant, and secondary sellers are pricing as much as 50% below primary in some cases.

On financing, investors should consider locking in bank financing now. With the BSP having raised its benchmark rate to 4.5% following a fresh surge in inflation driven by oil price shocks, the rate environment is beginning to shift. Coupled with expectations from S&P Global Ratings of further tightening later this year, borrowing costs may trend upward. Investors who secure financing at current levels could be better positioned over the next twelve months.

For the government, the priority should be developing a national manufacturing and industrial master plan targeting semiconductors, EV components, and food processing to capture the China+1+1 opportunity. Tourism infrastructure should also be accelerated, including airport PPPs, destination marketing, and the restored DOT promotional budget.

For foreign investors, the existing incentive programs are worth using, including the CREATE Law, Green Lane Services, and RA 12252 with its 99-year leases. Three emerging sectors stand out: renewable energy, supported by a 15.7 GW Green Energy Auction Program pipeline; data centers, where the country remains underserved relative to regional peers; and healthcare, where consolidation is accelerating.

The Bottom Line

The verdict from the data is direct.

The equity market, with the PSE Property Index down 45% from 2019, is telling a different story than the debt market, where residential lending is still growing 9% year-on-year. Whichever signal carries more weight, one point is clear. The easy financing window is narrowing, prices have not crashed, and the long-term demographic case for Philippine real estate remains intact.

The question is not whether the market will recover. It is whether investors will have their financing locked in before it does.
