It has been a difficult year for the Philippine property market, and the headline numbers show it. Growth cooled to 2.8% in the first quarter, the softest reading outside the pandemic, while inflation has run at 4.5% so far in 2026, above the BSP's 2% to 4% target. The central bank has pushed its policy rate up to 4.75%, with another quarter-point hike looking likely, and the peso is hovering near record lows at PHP 61.42 to the dollar as of 7 July. Metro Manila, meanwhile, is holding more unsold homes than ever, some 82,900 units across 616 buildings.

Against that fairly bleak backdrop, one development is easy to overlook but worth pausing on: Pag-IBIG has raised its housing loan ceiling to PHP 10 million, and for the right buyer, that meaningfully changes the picture.

Why this matters right now

Pag-IBIG has long been one of the cheapest ways to finance a home in this country, and when bank rates are climbing the way they are now, that advantage carries real weight. What's changed is the reach: the old ceiling kept Pag-IBIG mostly within the affordable bracket, whereas the higher one opens the door to the middle-market homes that were previously out of the question for most Pag-IBIG borrowers.

The timing works in the market's favor, too. Most of the unsold stock right now sits in the Upper Mid and Upscale tiers, amounting to roughly 37,000 ready-for-occupancy (RFO) units, or close to 2.8 years' worth of inventory. Buyers are still showing up, with demand holding at 7,255 units last quarter, barely below the one before, supported by end-users, government housing programs, and financing assistance. A higher loan ceiling directs financing to exactly the segment where the market has been slowest to clear.

Running the numbers on rent versus buy

Take a home priced at PHP 6,250,000. With 20% down (PHP 1,250,000) and the remaining PHP 5,000,000 borrowed on a 30-year Pag-IBIG loan at 5.75% for the first three years, the monthly amortization comes to PHP 29,178.64, while renting something comparable runs about PHP 30,000 a month. The two figures are nearly identical at the outset, which is precisely the point, because they part ways over time as the amortization holds steady and rent keeps climbing.

Consider a renter paying PHP 30,000 a month, with rent rising 7% a year after the first three years. Over three decades, that adds up to around PHP 29,800,000, with nothing owned at the end of it. A buyer's total cost over the same 30 years (down payment included, other ownership costs set aside) comes to PHP 11,754,311.42, and if the home appreciates at that same 7% a year after year three, it would be worth roughly PHP 38,800,000 by the time the loan is paid off.

The difference comes down to equity: rent is money spent and gone, whereas a mortgage payment is money you're gradually converting into something you own, and over 30 years into genuine household wealth.

The affordability wall hasn't moved

For all of that, none of it makes housing more affordable, and the income requirements make the point plainly. The Philippines officially became an upper-middle-income country on 1 July, with GNI per capita at $4,850, or about PHP 25,000 per person a month. Even a PHP 3 million loan, the smallest bracket in the comparison, calls for roughly double that income to qualify, and a PHP 10 million loan requires more than seven times it.

That upper-middle-income label also leans partly on OFW remittances, which reached a record $35.6 billion in 2025, so many households look wealthier on paper than they feel in practice. Wages simply haven't kept pace with home prices, and pricier mortgages stretch that gap wider rather than closing it.

Who should move, and who should wait

If you have the means to buy and your income is steady and secure, conditions right now are about as favorable as they get. RFO discounts are the deepest on record, secondary sellers are pricing below primary, developers are more open to flexible terms, and Pag-IBIG financing compares well against the alternatives, which together make this the strongest buyer's market in decades for anyone in that position.

If buying would mean stretching to your absolute limit just to qualify, though, the calculation looks very different. The affordability wall works both ways, and committing to a 30-year obligation right at the edge of what you can afford is a real risk while rates are still rising.

The bigger picture

Step back, however, and the long-term case remains strong. Mortgages make up less than 5% of GDP here, against 20% to 30% and higher across the region, while household debt sits at just 13.6% of GDP compared with around 89% in both Malaysia and Thailand. With a median age of 26.6, the youngest in Asia, most of the country's home-buying still lies ahead of it rather than behind, which means a shallow housing-finance market is not only a constraint but also room to grow.

Reaching upper-middle-income status doesn't guarantee any of that unfolds on its own. What Malaysia and Thailand demonstrate is that the decade immediately after the milestone is when a housing-finance market either deepens or stalls, and longer Pag-IBIG loan terms alongside a higher age ceiling would continue building on what this loan-ceiling increase has begun.

For now, the PHP 10 million ceiling does three useful things at once: it brings more qualified buyers into financing, it encourages end-user demand, and it helps work down the unsold inventory. It won't solve affordability, but it does close part of the gap, and in a market where your monthly amortization can match your monthly rent, the real question is no longer whether buying is expensive, but whether renting will cost you more over the long run.
