The Metro Manila residential market is in a period of recalibration. After years shaped by pandemic shifts, speculative activity, and POGO premiums, the sector is now finding its footing in a more normalized environment. A Market Finding Its Balance

As of 11M 2025, Metro Manila’s condominium stock reached 775,400 units, with the vast majority of ready-for-occupancy (RFO) units already taken up. Yet unsold inventory remains significant—about 26,400 RFO units and 53,900 pre-selling units—concentrated mostly in the upper middle-income to upscale brackets priced between ₱4 million and ₱12 million. This underscores a growing affordability gap for the broader middle-income market.

Primary market demand has softened as speculative buying remains muted. Buyers today are more deliberate, gravitating toward better-value opportunities in the secondary market where sellers, including those who purchased during the POGO-driven peak, are offering more competitive pricing. Rental Rates Normalize After POGO Premiums Fade

The rental market is also undergoing a reset. The inflated rents observed during the peak of POGO expansion have largely dissipated, with most central business districts experiencing downward adjustments. Bonifacio Global City is an outlier—its rental corrections have been milder due to healthier underlying demand. Overall, yields remain modest relative to pre-pandemic highs, reflecting a market still normalizing toward more sustainable levels.

Expanding Opportunities Across Emerging Provincial Markets

Across the country, condominium development continues to cluster around key growth regions. Cebu leads with more than 100,000 units, followed by CALABA with over 66,000. Iloilo, Bacolod, and select Mindanao regions—particularly Regions 10 and 11—are seeing increasing pipeline activity fueled by township developments and infrastructure expansion. These emerging corridors continue to shape long-term residential growth outside the capital.

Affordability: The Sector’s Most Pressing Challenge

Despite improved supply conditions, the structural challenge of affordability persists. The national housing backlog reached 10.65 million units in 2024, with the largest gaps found among low-income households. Developers remain cautious about entering this segment due to thin margins and regulatory compliance hurdles.

However, momentum toward reform is building. Policymakers, private sector groups, and academic institutions are currently evaluating proposals to adjust price ceilings, streamline compliance requirements, and expand financing programs. Alternative models such as rent-to-own are also gaining attention as potential pathways to more inclusive homeownership.
