The Rise of Integrated Growth Hubs

What are now commonly referred to as townships or mixed-use business districts reflect the natural evolution of this ecosystem. These developments thrive on synergy, where offices, residences, and retail components reinforce one another. Employment supports housing demand, residential populations drive retail activity, and the presence of amenities improves the overall attractiveness of the district.

This integration has become a defining feature of Luzon’s property landscape and a key reason the region continues to outperform others in terms of depth and resilience.

Metro Manila at the Core

At the center of this ecosystem is Metro Manila and the infrastructure that enables the movement of people, goods, and businesses within and beyond the capital. This connectivity continues to drive the bulk of office demand, residential launches, and retail activity.

Beyond the National Capital Region, Central Luzon and Calabarzon are emerging as increasingly important growth corridors. Improved accessibility, driven by major infrastructure investments, has strengthened their role as extensions of Metro Manila’s economic activity. Together, these regions position Luzon as the benchmark for national economic performance.

Infrastructure as a Growth Catalyst

Ongoing infrastructure projects, including expressways, rail systems, and the upcoming Bataan–Cavite Interlink Bridge, are reinforcing Luzon’s growth corridors. These investments reduce travel times, improve logistics efficiency, and unlock new areas for residential, industrial, and commercial development.

By improving north–south connectivity, infrastructure development is helping create a more distributed and resilient property market. The impact extends beyond Luzon, influencing how and where future growth takes place across the country.

Office Market Anchors the Ecosystem

The office sector remains the backbone of Luzon’s real estate ecosystem, driving employment and triggering demand across other property segments.

In the first nine months of the year, Metro Manila recorded 966,000 square meters of office take-up, equivalent to 88 percent of full-year 2024 levels. Demand was led by IT and business process management firms, which accounted for 45 percent of total take-up. Vacancy rates narrowed to 18 percent, with Bonifacio Global City and Makati maintaining single-digit availability, reflecting continued support from corporate occupiers.

Outside Metro Manila, Clark and Pampanga accounted for 13 percent of total office take-up during the same period. This performance underscores Luzon’s ability to sustain office demand even as global markets faced sharper slowdowns, reinforcing its role as the country’s economic anchor.

Residential Demand Follows Employment

As office hubs expand, housing demand naturally follows. This dynamic continues to shape residential trends across Metro Manila and its surrounding provinces.

Condominium take-up in Metro Manila reached 7,713 units in the third quarter of 2025, the highest level in seven quarters. Inventory declined to 31 months from 37 months in the previous quarter, while developers launched 1,766 units, reflecting cautious optimism. Rental rates, however, remain under correction, with most developments posting downward adjustments from January to September.

Selling prices showed more stability. Based on Bangko Sentral ng Pilipinas data, the Residential Property Price Index stood at 156.3 nationwide in the second quarter of 2025. Metro Manila posted an index of 149.5, while the Balance Greater Manila Area, which includes Cavite, Laguna, Batangas, Rizal, Bulacan, and Pampanga, registered a higher 169.5.

Housing loan volumes also increased, rising 5 percent nationwide, 10 percent in Metro Manila, and 11 percent in the Balance GMA. These figures point to sustained demand, particularly in suburban Luzon markets where affordability and accessibility continue to improve.

Masterplanned Communities Take Shape

These office and residential trends converge most clearly in masterplanned townships. Luzon hosts the majority of the country’s large-scale integrated developments, creating environments where people can live, work, and spend leisure time within a single district.

These communities combine workplaces, homes, retail centers, schools, places of worship, and lifestyle amenities. While similar developments are emerging in the Visayas and Mindanao, Luzon leads in scale due to its population density and infrastructure network.

Retail and Tourism Reinforce Growth

Retail and hospitality sectors also benefit from Luzon’s expanding real estate ecosystem. The country’s four largest malls are located in Metro Manila, and over the past decade, 4.3 million square meters of new mall gross leasable area were delivered in Luzon. More than half of upcoming mall supply is also expected to be located in the region.

Mall foot traffic remains strong, supported by continued entry of international brands. The country’s top mall developers recorded a 7.5 percent increase in revenues in the first half of 2025, while listed retailers posted 17 percent year-on-year growth in systemwide sales.

Tourism growth further complements this momentum. Nationwide, more than 45,000 hotel keys are in the development pipeline, with around 23,000 located in Luzon.

Built on Measured, Sustained Activity

Luzon’s resilience is supported by scale and sustained activity. The region continues to account for the majority of office take-up, residential launches, retail supply, and tourism-related development nationwide. Ongoing infrastructure projects are improving connectivity across key corridors, while integrated townships concentrate demand for work, housing, and services in a single location. Growth may be more modest, but the underlying drivers remain in place, reinforcing Luzon’s role as the country’s primary real estate market.
