The year began with something rare for Philippine tourism: cautious optimism. Foreign arrivals were ticking upward, long-haul markets were back in growth mode, and operators had reason to believe 2026 would mark another step in the sector's long climb out of the pandemic. Then the Iran conflict closed the Strait of Hormuz, and the calculus changed almost overnight.

Four months into the year, the Philippine tourism industry is now navigating its most uncertain period since 2020. Hard-won early gains are colliding with an energy shock that is simultaneously inflating airfares, raising operating costs, and pulling forward demand declines that few hotels saw coming this fast.

Here is what the numbers say, and what hotel operators, investors, and travel-dependent businesses should prepare for.

A Strong Start That the Crisis Is Already Eroding

Foreign tourist arrivals for January and February 2026 reached 1.32 million, a 3.09% increase over the same period in 2025. It is not a record (that still belongs to 2019's 1.49 million), but after a difficult few years, it pointed to a recovery finally finding its footing.

The composition of that growth matters as much as the headline number. Long-haul markets surged 9.7%, doing most of the heavy lifting. The United States led with 276,394 arrivals (up 3.4%), followed by Canada (79,943, up 14.1%), Australia (71,932, up 11.5%), the United Kingdom (45,630, up 10.4%), and France (30,142, up 9.1%). Short-haul markets grew at a more measured 3.4%. Taiwan was the standout, posting a 35.7% jump to 52,745 arrivals, while Japan rose 7.1% to 85,694. The drag came from where it has been all year: South Korea slipped 8.1% and China fell 19.4%. A Chinese recovery is expected by the third quarter, helped along by the e-visa expansion, though that timing now sits inside the same window where the energy crisis is expected to bite hardest.

Hotel Performance: Strong Rates, Softening Rooms

Underneath the arrival numbers, the hotel sector tells a more complicated story. National occupancy held at 60% in 2025, flat year-on-year and still eight percentage points below the 68% pre-pandemic peak of 2019. Metro Manila ran ahead of the national average at 65%, while Cebu City and Mactan slipped to 54%, weighed down by new supply and a heavy dependence on MICE demand.

Average daily rates moved in the opposite direction:

Higher rates mask softer occupancy, and that is a fragile equilibrium. The cancellation of 650 in-person ASEAN meetings, combined with cost-cutting by both government and private corporations, will further pressure room and event revenues, particularly for Cebu and other MICE-reliant destinations.

The Energy Crisis Has Rewritten the Playbook

Here is the part of the story that changed the outlook:

Jet fuel costs have doubled in three weeks.
Long-haul ticket prices are up 25% to 50%.
Destination transportation costs have already risen 20% to 30%.

That is not a slow burn. It is a synchronized cost shock hitting the supply side (hotels, airlines, ground transport) and the demand side (household budgets, corporate travel approvals, discretionary leisure spending) at the same time.

Traveler behavior is already shifting in predictable ways. Expect fewer trips, shorter stays, and a pivot toward cheaper, closer destinations. Booking patterns are reverting to pandemic-era habits: shorter booking windows, heavier emphasis on flexibility, and rising demand for refundable rates.

What Hotels Are Saying: The Survey Data

The 2026 Energy Crisis Impact Survey, conducted by the Philippine Hotel Owners Association together with LPC, paints a sharp picture of where operators are right now:

64% of hotels report significant to severe operational impact from the crisis. Resort destinations are disproportionately exposed because they depend on diesel for power, rely on fuel-intensive flights and ferries to move guests, and lack the cost-absorption capacity of their city counterparts.
80% of hotels say occupancy declines are already happening or will arrive by April 2026.
Two-thirds of properties anticipate occupancy declines greater than 10% at peak impact. Of these, 36% expect declines of 11% to 20%, and another 22% expect 21% to 30% drops.

The segment most exposed is corporate and MICE (48%), followed by international leisure (28%). Long-stay/serviced and domestic leisure are the most insulated, but not immune.

Rate strategies are split roughly into thirds:

30% are offering value-added packages instead of cutting rates.
28% are reducing rates to defend occupancy.
28% are holding rates and absorbing the occupancy drop.

Each path has its own risk profile. Discounting protects the topline at the cost of long-term rate integrity. Holding rates preserves positioning but accepts the revenue hit. Value-adds try to thread the needle, but they only work if guests perceive the bundle as genuinely additive.

Three Scenarios for the Rest of 2026

LPC has framed the rest of the year around the duration of the conflict and the Strait of Hormuz closure. The scenarios are useful as a planning tool, not a forecast, because they bracket what hotel operators and investors should be modeling.

Favorable scenario (ceasefire and Hormuz reopens within weeks): Traveler confidence recovers, bookings flow back in Q2, and occupancy rebounds by Q3. The full-year national average lands at 50% to 55%, and DOT arrival targets are missed by only 5% to 10%. International airfares normalize, and there is a possible bounce in short-haul Asian travel by Q3.

Challenging scenario (negotiated deal in 1 to 2 months, uncertainty through Q2 to Q3): National occupancy falls between 45% and 50%, barely break-even territory for many hotels. Corporate and MICE delays continue, FIT leisure pulls back significantly, and full-year arrivals miss DOT targets by 10% to 20%. Domestic tourism partially offsets long-haul declines, transaction timelines extend, and new project launches slip pending demand clarity.

Severe scenario (protracted war with no resolution into 2H 2026): The pandemic playbook gets reactivated. Long-haul travel collapses, F&B and operating costs surge, and national occupancy drops below 45%. The majority of hotels become loss-making for the year, full-year arrivals miss DOT targets by more than 30%, and distressed hotel assets begin to emerge.

Across all three scenarios, two patterns hold: domestic tourism remains the backbone, and driving-distance destinations come out on top.

What Operators Should Be Doing Now

The early-2026 arrival numbers were a real win, but they are unlikely to define the year. The variables now sit largely outside any single hotel's control: the duration of the Iran conflict, the trajectory of jet fuel prices, the willingness of corporate travel managers to greenlight discretionary trips, and how quickly Chinese arrivals materialize.

What operators can control is positioning. That means leaning into domestic and driving-distance demand, rethinking rate strategies for a softer environment, tightening operating cost control before margin compression worsens, and watching the corporate and MICE segment closely, because that is where the deepest hits are expected.

LPC sees a potential return to normal conditions by 4Q 2026 under the favorable scenario. But preparing for the middle scenario, and being able to absorb the severe one, is the more prudent stance through mid-year.

The sector has been here before. The pandemic playbook is not gathering dust. And while the runway looks shorter than it did in January, the fundamentals that made early 2026 promising (long-haul demand, a recovering Chinese market, a maturing domestic travel base) are still intact, just temporarily eclipsed by an oil shock few saw coming.
